Abstract: Intelligent Network has been adopted as the telecommunication architectural planning in a number of advanced countries from the beginning of 1990s. This dissertation paper has addressed the strategic value of this architecture in telecommunication industry in order to sustain the network provider for competitive advantages in their business. A general high level IS / IT planning framework was derived whereas the various factors contributed to the low level implementation planning have been evaluated, and the model was then tested against the existing environment in Hong Kong. It is recognized that Intelligent Network architecture will be a positive instigator to enable successful global inter-networking and to initiate more extensive demand on advanced telecommunication services, which in the end expands the total market value of IS / IT field worldwide.
