Abstract: This dissertation analyses the Lands Administration Office's functions and changes affecting the LAO after the transition so as to make recommendations on how to function effectively beyond 1997. The transition after 1997 could offer opportunities for the Department. Shenzhen could be an ally in providing land for special uses and will supplement the LAO's deficiencies in this aspect. The Department will have more autonomy in devising a land disposal programme and it is suggested that more land be allocated to the Housing Authority for Home Ownership Scheme so as to reduce dissatisfaction from the middle income non-homeowners. It will be easier for the LAO to seek the Special Administrative Region central Government's support to review its village improvement functions. The Department's role in generating land disposal revenues will become more significant. It is recommended that the Department upgrades the quality of auction sites through joint efforts with Town Planning, Transport and engineering offices to provide a full range of facilities. The market positioning will be high quality high price for urban land and medium quality medium price for N.T. site. Shenzhen will enter as low quality low price competitor and will appeal to the lower income group. Several new areas of work need attention:- It will be necessary for the LAO and engineering offices to work out with Shenzhen the working arrangements to coordinate the implementation of integrated cross-border projects. Policy guideline is required as direction for dealing with requests for land from Government and quasi-Government bodies from the Mainland. Manufacturers have moved to the Mainland; surplus vacant industrial buildings could be converted to other uses provided the LAO relaxes control on change of land use. Overall, I consider that the transition after 1997 offers many opportunities that could be exploited to solve the LAO's problems.
