dcterms.abstractThis dissertation presents a new method of computing the reliability indices of each consumer sector which are useflul in estimating the total system outage cost under the reliability based electricity pricing scheme. In the reliability based electricity pricing scheme, differential supply reliability is offered and it is achieved by a load shedding scheme with defined load shedding priorities. The consumer sector with lowest shortage cost will be shed first while the consumer sector with highest shortage cost will be shed last. Therefore different consumer sectors will have different reliability indices, the total system shortage cost is then no longer depends on the generalized system reliability indices but the reliability indices on each consumer sector. The new method includes three parts : i) The consumer sector load curves extraction -- consumer sector load curves are obtained for data analysis by an inexpensive way which requires almost no extra equipment cost. ii) The consumer sector load curves adjustment, the extracted load curves in i) may include sampling errors , the adjustment method provides a way to make an optimal adjustment. iii) The piling method of hour load curve based on the load curves in ii) to calculate the reliability indices of each consumer sector. As the total shortage cost can be reliably estimated, the optimal generation expansion plan can be determined.en_US
