Abstract: In order to actually record and reflect process of Construction Engineering from starting to constructing till ending, faithfully enhance the scientific and standardized management during the whole phase, the relative branch of the country issued Supervision Criterion for Construction Engineering (GB50319-2000) , Executive Quality Acceptance Inspection Unified Standard for Construction Engineering (GB50300-2001) and a complete set of quality acceptance inspection criterions for auxiliary projects. At the same time, the construction office of each province and duchy city published Forms for Construction Engineering Management according to the specialized local request. This dissertation will take Forms for Construction Engineering Management issued by Jiangsu Province for example to discuss the method of applying the paperless management in Construction Engineering according to its applying requirement and characteristics like the usage of different sub-forms and their workflows with the designing of the related tables / relations in the relational database model. In addition, this dissertation will put forward the assumption of development and implementation of the application of Forms for Construction Engineering Management and also the further development of the application.
