Abstract: In an academic institute like Hong Kong Polytechnic, there is a significant amount of funding to be allocated for the equipment, materials and service purchased every year. Therefore, the Purchasing Office is held the responsible for the spending of public money in the right way. In order to ensure the public money are not wasted, we have instituted a policy of providing the most effective purchasing service possible. The central concern of this project study is to explore the quality of the purchasing service in the Polytechnic. To maintain and enhance the level of service, this study conducts a program evaluation and aims at practical problem solving level. It provides an opportunity of constructing an evaluation of the effectiveness, efficiency and appropriateness of better quality purchasing service. This program is an influence behaviour program and try to change the purchasing staff's knowledge, skill and attitude in delivering the quality service. The desired outcome will be excellence in purchasing.
