Abstract: As the increasing demand of effective information seeking, relating to the Chinese Laws and Case Laws, from different means of sources such as Internet and legal materials (hardcopies) for those legal professionals, it has recognized that Information Technology (IT) should play a role in assisting the legal professionals to search more up-to-date legal materials and to complete their legal research task. This project is aiming at establishing a web-based legal information system with the integration of several advanced techniques such as Information retrieval and Information extraction, Semantic Network as well as AI technologies - Case-based reasoning to perform effective information searching. On top of that, this project not solely focuses on legal areas; it also provides some related information on Business Establishment Procedures and Approvals for foreign investors by making use of our system powerful search engine in retrieving appropriate information for the users. It has also introduced the concept of knowledge management by offering a discussion forum in the website with an effective document management concept for the users to upload and retrieve the information. The users are required to register in the website and form a groupware with same interests in a particular area.
