Abstract: In this dissertation, a depot manager's perspective of achievement in quality development in the MTRC - Rolling Stock Depots Section is determined based on the literature survey of quality in the transport industry. In order to obtain an accurate determination of Quality Management System for managing railway maintenance services for Rolling Stock Depots, we need to understand the characteristics of the transport industry and the niches of MTR services. The dissertation starts with analyse the characteristics of transport industry and it's environment. The organisational structures, success factors and cultural dimension of transport organisations have also been reviewed; how the operational environment impacts the transport industry of Hong Kong and induces forces of change to the operators has been studied. Impacts on the Mass Transit Railway system have been identified with the use of Environmental Threats and Opportunities Profile (ETOP) analysis and those on Rolling Stock Depots services been addressed through Strength-Weakness-Opportunity-Threat (SWOT) analysis. It is not easy to convince readers to echo the same on the quality performance stated in the dissertation without quoting similar cases and experiences of other railway systems. Literature review by means of TQM Gurus and intellectuals ideas have been used to compare what quality attributes been turned into practice in RS Depots environment. Reveal the significance in the quality development of RS Depots by the use of Malcolm Baldrige Award Criteria and ISO9002 Standards to map with the Quality Management System of OED-MTRC and propose criticality that may help the section for further improvement in the future. Eternally success quality system underpinned by people concerned. Staff of RS Depots their perspectives on quality management approaches had been measured by means of Staff Attitude Survey. The secondary data that obtained from the 1st Survey held in end of 1995 have been used in the dissertation to compare the changes of RS Depots-KBD staff their attitudes and perspectives upon the data obtained from the 2nd Survey which was held in early March 1997. Management's perspectives on ISO certification achieved by RS Depots Section had also been reviewed; three professionals and the top-manager of the section have been interviewed. Based on the previous discussions, a tailored leadership model "Entrepreneurial Leadership" has established for the environment of RS Depots Section. The dissertation ends with the identification of specific elements that may contribute the section towards Total Quality Performance in tomorrow's environment.
