Abstract: Moving to the North had been the strategy of Hong Kong's Small and Medium sized Enterprises to reduce their operating costs and thus increases their competitiveness during the past twenty years. However, this benefit seems to be declining during recent years, while the number of foreign investments in China has increased. With China's accession to the World Trade Organization (WTO) in 2001, it is believed that there will be more trading opportunities for Hong Kong enterprises. However, it is also expected that China will revise their existing preferential policies towards the foreign investors to meet the WTO requirements. The recent rapid development of some Chinese cities like Shanghai and Shenzhen may have significant effects on the economic development of Hong Kong in the future. However, the development of the Western China seems to be providing new opportunities to Hong Kong enterprises. This environment is full of opportunities and threats, and it is important to know if Hong Kong enterprises are capable of changing their strategies to meet the coming opportunities? In this report, the current investment environment in China will be analyzed thoroughly to provide information and comments to Hong Kong enterprises so that they can make appropriate decisions and formulate effective strategies in order to meet the challenges and exploit the opportunities they will face in the future.
