| Abstract: | 本文從專業社會工作的角度檢視城市基層婦聯組織的服務工作，從而探討本土社會工作發展的路向，特別是如何將專業社會工作的理念、價值觀、工作原則和方法等與中國本土價值觀和工作原則相結合，使政府部門和實際社會工作者的決策更符合受助者的實際需要，真正為廣大人民提供優質服務。具體來說，本文從微觀的層面，透過對基層婦聯幹部、婦聯服務物件的深入訪談和對個案研究物件的參與觀察，一方面從組織社會學的角度，審視了婦聯與國家政府之間的關係，分析了基層婦聯組織特殊的層級結構和角色以及功能，探討了其對婦聯組織的行為和運作以及其服務提供的過程和手法的影響。另一方面從專業社會工作的角度評估了基層婦聯組織提供的服務工作。透過實際研究說明，婦聯依然是國家行政體系的一部分，故其組織行為依然受黨和政府之影響，缺乏完全的自主性和獨立性，然而，隨著社會的變革，其自主性和獨立性的意識和行為有越來越強之趨向。從專業社會工作的角度來看，城市基層婦聯組織的服務工作在服務的理念、價值觀、理論以及介入的方法等方面仍然治用傳統的行政性的理論和方法，缺乏專業知識的介入。因此，從未來婦聯工作發展的路向來看，婦聯的服務工作需要在現有的基礎上，學習和借鑒專業的社會工作的理念、理論和方法，並使之趨向專業化。同時，在專業化的過程中，結合中國實際的社會工作以及中國的傳統文化和國情，發展出本土化、處境化的具有專業社會工作性質和特徵的中國社會工作。對婦聯工作的評估應採用專業社會工作的評估框架，因為婦聯的工作是社會工作的重要組成部分，社會工作主要是做人的工作，因此，不能只用注重效率或者注重管理等的評估框架來代替對人是否成長和能力是否提升等的評估。應構建具有專業理念、專業價值觀和專業理論與方法等部件構成的其有獨特專業特質的社會工作的評估框架。 |
