Abstract: Comparing with the telecommunication industry in those well developed regions, China domestic telecommunication service operators are clearly weak in their international competitive capability due to the historic development track. Along with China's successful entrance to the WTO, its telecommunication industry is facing an ever great opportunity as well as furious challenge. Driven by the wave of information technology development in China's social and market oriented economic reform, the domestic telecommunication has experienced a series of dramatic changes, including the separation of enterprises from the government departments, introduction of competition in the industry, and promotion of the service quality. It is widely recognized that it is critical to enhance the network service level and to control the operations cost for strengthening the competitive position. The operations cost in a telecommunication company can be mainly counted as facility depreciation, service cost and equipment maintenance cost. To keep a high quality level in telecommunication service, the domestic operators have invested a significantly large amount of capital in equipment spare parts purchasing and inventory. This has turned into one of the heaviest financial burdens to the industry. This research investigates the current status of equipment spar part purchasing and inventory management in the China's domestic telecommunication industry. Applying principles of logistics management, operations management, and system simulation process, we study the spar part procurement policy and strategy in the industry. The research is summarized from the following five aspects.
First, we describe and analyze the current situation in the spare part procurement management in the domestic telecommunication industry through a thorough investigation in business practice of Hubei Unicom, a business unit of the China Unicom. We identify four critical factors in telecommunication spare part procurement management, part importance grade, good value and price. demand pattern, commonality. Secondly, we classify the spare parts in Hubei Unicom according to the product price, utilization level and their relative importance using ABC analysis method, and list out 61 types of spare part with significant impact on the network maintenance as the analysis scope. Thirdly, the relative importance of the selected spare parts are further ranked by the method of Analytical Hierarchy Process (AHP) and are used to determine the spare part demand satisfaction levels. Three criteria considered in the AHP model include product availability, purchasing period, and impact shortage to the service level. Fourthly, a spare part (s, S) inventory model based the overall procurement cost with service level constraints is constructed. The model requires replenishing the inventory level to S when it is reduced to s or below. We obtain different decision parameters according to the different demand levels on the same type of spare part at different areas. Lastly, we discuss a comprehensive information management system for the effective spare part procurement management. It aims to collecting, processing, and analyzing the daily related operations information, for effective and efficient management decision making. The research and analysis provides a practical decision making framework in spare part procurement management of China's domestic telecommunication industry. It helps reducing the overall inventory level, management cost and maintenance cost, while ensuring service quality of network service, thus enhancing the operations efficiency in the industry.
