Abstract: Selection of access network projects for implementation in the competitive telecommunications market is difficult after deregulation. The complexity of firm's policy structure and the inexactness of the data base behind them govern most of the projects. This research is to study the project ranking with fuzzy logic approach in order to help practicing managers to prioritize projects of deploying the telecommunication nodes to the target buildings in an efficient and effective manner. The study attempts to construct a criterion function by which the relative merits of projects in achieving a set of objectives are evaluated for project assessment. Fuzzy theory with linguistics characterization of the projects' entries and a compositional rule of inference are employed as a base for assessment of project compatibility with respect to the worth concept. Meanwhile the compatibility of a project in terms of cost and risk is likewise represented by linguistic variables. Project values of the criterion function then imply the relative compatibility of alternative projects in achieving all objective specifications. The problem domain is confined to the access network project ranking issue of the competitive Fix Telecommunication Network Services industry in Hong Kong where the monopoly industry was deregulated in the second half of 1995. A prototype of a fuzzy rule-based inference system TANPR with linguistic variables is to be developed to evaluate the importance of a pool of compatible projects in relative terms.
