dcterms.abstractCloud computing is a new-born concept that first developed in America. And then it becomes a worldwide hot wave with its all kinds of advantages. China wants to develop cloud computing as well as America from year 2010 and huge resources have been plunged into this industry. But the outcome is not so satisfactory. China is a government dominated market, so that the directing strategy of government is so important that if the cloud strategy goes a wrong way, it would be a disaster of cloud computing in China. The thesis possesses the opinion that the current strategy of developing cloud computing start with the building of huge computing resource is not a proper strategy that fits the condition of China. The thesis demonstrates this prospectus by illustrating the obstacles that prevent cloud computing develop in China and explain the differences between China and America. After affirming that the current strategy cannot work, I raise a new strategy called two-step strategy which means that to develop cloud computing in China we must first develop cloud structure and then put our effort into building cloud resource. The contribution of this two-step strategy is to clearly further divide the concept of cloud computing into two smaller concepts, cloud structure and cloud resource. This is an innovative way to understand what cloud computing is. Knowing these new concepts, a new strategy can be raised to guide the development of cloud computing in China. The aim of the thesis is to correct people's biased cognition of cloud computing and provide a more suitable strategy to develop it.en_US
