dcterms.abstractHong Kong (HK) has experienced various planning movement since her colony era. The different planning strategies implemented over the years aimed to deal with the rapid population growth, which leads to the suburbanization phenomenon to take place in the past several decades. While the New Territories (NT) of HK has been and continues to deal with the unplanned and uncontrolled development, the Hong Kong Special Administrative Government has prepared the North East New Territories (NENT) Development Plan as the new development direction of HK. This report aims to examine the feasibility of the proposed NENT Development Plan, by drawing reference from international urban growth strategies that have been implemented in the rural fringe areas. The result of the study indicated the proposed NENT Development Plan is contained of various smart growth and compact city design elements that can be used as the solution in dealt with the current sustainable development condition of the NT. Minor modifications as well as implementation strategy consolidation, however, have been identified as the priority for the government to ensure the development plan can act as the foundation in the future development of NT.en_US
