Abstract: Assessing building proposal is an important area of work in town planning and development control. This Study aims at exaiming and establishing a prototype system where geographic information system (GIS) is used as visualisation and decision-support tool, for the retrievial and display of images, thereby forming part of the land use and development control process in the course of discharging town planning function. In considering system development, traditional and comtemporary applications of GIS are being reviewed in an attempt to gain better understanding on past trend and future direction. Functionalities and user requirements of the conceptual system were first identified and data assembly exercise was then conducted. Data types had been classified into numeric and image data and the ways in which such data would be maintained were also considered. A prototype system was created based on the need to perform various queries and retrieve different images. In developing the prototype system, selected area in Kowloon Tong in Kowloon was chosen as study area and the system was materialised after creation of map coverages and various databases within which both numeric and image data were maintained. Graphic user interfaces were also developed to facilitate general users in conducting various query or search. The established system is capable of displaying basic mapping information, retrieving planning parameters and images on existing as well as adjoining building development in the form of photographs and drawings. Statistical functions has also been included to enable users to obtain summarised information, the capability of GIS has once again been demonstrated as considerable manpower can be saved in calculating total zoning area which would otherwise be conducted through manual method. All selected data would also be shown individually, on screen, under the display and browse through function, for easy reference and further processing. As far as data storage requiremnts are concerned, image file size was assessed based on input constraints such as gray-scale and resolution in terms of dot-per-inch (DPI). A set of input parameters are suggested after having taken file storage requirement into account and bearing in mind the need to capture images with sufficient clarity. Method to further reduced diskette storage through file compression is also revealed and examined. In order to re-examine the whole concept and system, critical appraisal and suggestions have also been included paving the way for possible related study in the future.
