Abstract: This article was an attempt to explore some significant role and tasks of human resource management in the quality journey from ISO 9000 accreditation to total quality management (TQM) in context of a local manufacturer. A tentative descriptive model was first built to view some human resource management aspects as the 'bonding forces' to adhere the three basic components of TQM, i.e. the technical, behavioral and management components as identified by Bekaert Stanwick Consultants (1994)- requote from Vloeberghs and Bellens (1996a) that together function and contribute to organizations. The model was supported by the case study of a local manufacturer which had gone through the ISO 9001 accreditation process. Through literature review, a survey was structured correspondent to the six fundamentals on human aspects of total quality identified by Collard (1993) on: top management commitment, attitude change, recognition of performance, continuous improvement, extensive training and strengthened supervision. Questions were designed with reference to the specific organizational characteristics, programs and experience. Survey results were then comparatively analyzed together with theories about human aspects in implementing total quality, to explore the possible divergent experience to enrich the established knowledge stock. The main purpose of the research was to identify the vital few, significant human resource management issues that assisting or smoothing the implementation of quality improvements in the local situations. Interactions were concentrated on the process starting with enhancing the use of ISO 9000 quality system, to implementation of TQM with constancy of purpose and targets through human resource management elements. At the same time common pitfalls that are applicable, or even generalizable to the local manufacturing industry would also be spotted and analyzed. Limitations of human resource management issues were then also discussed. From the in-depth study of the case, through analytical generalizability, should have indication on practical issues that needed to be tackled by management in their TQM journeys, as well as areas for future research.
