dcterms.abstractConventional procurement methods have produced a long history of dissatisfied clients and contracting parties. The industry is well aware that it needs to change in order to meet the more sophisticated expectations its clients now demand. In order to survive in today's competitive market of large-scale complex projects, construction industry has already responded by trying to improve the business relationships among the concerned parties through partnering (Crane et. Al., 1997; Larson, 1995) This dissertation aims at finding out whether or not the application of "partnering" concept, procedures and process is effective for Hong Kong construction industry when considering its uniqueness and particular culture. Based on literature reviews; the author's own experience in partnering; non-structured interviews with practitioners in projects with partnering application; site visits to project site being implemented with partnering concepts and principles and discussing with relevant practitioners; a pilot survey to participants involved in MTRC6O1 (a successful project with partnering implementation) and direct observation and project & company documentation supplied by the interviewees, the author designs a questionnaire to identify important factors and determinants which affect the effectiveness of partnering. The most important issues and critical successful factors are identified after interpretation and analysis of data collected. These factors are grouped, classified, examined and developed as a) general aspects; b) corporate culture; c) individual competency and teamwork building; d) appropriate condition for effective partnering; e) perceived failings of partnering application and f) caveats of partnering. Each of these six groups of critical factors are analysed against three different areas of concern, namely rganisational category, company involvement/initiation, and level of seniority. Conclusion and recommendations are then drawn and made according to the results of the analysis. As a result of the study, it supports that top management's full and true commitment to partnering is the most crucial factor that affects the effectiveness of partnering application in Hong Kong construction industry. Moreover, if Partnering is conducted in the true sense of the word, it can be a way forward and can continue to increase its market share as a method of construction procurement in an environment of co-operation, not confrontation.en_US
