| Abstract: | The replacement airport at Chek Lap Kok is the largest single construction project ever undertaken in Hong Kong. This report provided an interim review on the economic consequences, financial plans and strategies, privatisation of airport business, infrastructure and environmental costs of the new airport development project, and recommended appropriate strategies in government and organizational levels for maximizing the benefits and minimizing the adverse consequences of the project. The first part of the report analysed the importance of air traffic to Hong Kong economy, economic aspects of airport operations, and the impacts of the new airport development on the economic activities in Hong Kong. It also reviewed the financial plan for the new airport project, sources of funds available, guidelines for airport financing, and the financial strategies to be adopted by the Airport Authority for the airport development and operations. This report also examined the socio-economic impacts of airport privatization taken place in Hong Kong and suggested measures to be considered by the Airport Authority management and Government decision makers in respect of the accountability control and regulatory mechanisms. Finally, the report analysed the disturbance of the new airport project to the local community, in terms of the infrastructure costs, influence on urban development, and the environmental costs, which all together would have significant impacts on the Hong Kong economy and social life. |
