Abstract: The use of Geographic Information System (GIS) in our life has been increasing because of the common use of mobile devices and mobile Applications (Apps). Users frequently download the mobile Apps with dynamic map, location positioning and data retrieving functions into their mobile devices for address searching, location identification and data query. The objectives of this dissertation are to study the user requirement of the data and functions of the mobile App and develop a prototype of it for illustrating the applications of it in different scenario cases for supporting tree management in Hong Kong. GIS concept is adopted in the user requirement study and system design of the mobile App to perform on-the-fly spatial analysis,data query and map display. Through the use of location-based service provided by the mobile devices and the Assisted-GPS (AGPS) technique, users can easily identify the tree positions and adopt the results to perform spatial analysis. According to the Director of Audit's report No.63, "Chapter 6 : Government's efforts in enhancing tree safety" (30 October 2014), it stated that " In 2011, the Development Bureau (DEVB) considered that there was a need to enhance risk management for roadside trees under the ad hoc maintenance by the Lands Department, and to have a general understanding of the quantity and quality of these trees in order to facilitate policy considerations on the maintenance approach.", and "There were also data inconsistencies between the system and the departmental systems maintained by some departments". Therefore, there are operational and urgent needs for government departments in Hong Kong to speed up the tree inspection process. Through the use of GIS in designing the data,functions and system of the mobile App for implementation in government departments, users can work more effectively to identify the tree risk management zone categories, and find out tree groups and individual trees for inspection.
