dcterms.abstractIn recent years, Hong Kong Government has been increasingly adopting different privatization policies, e.g. Hospital Authority, MTRC, KCRC, & Government Carparks etc. With the implementation of "privatization", the corporate drive is to generate higher efficiency, to increase productivity, to reduce the administrative, financial burden and over staffing problem. Outsourcing public-sector services is an integral component of privatization policy in many well-developed countries. The Housing Authority (HA) of HKSAR has been outsourcing the property / facility management of Public Rental Housing (PRH) estates to Private Sector since 1996 under the Property Management Agency (PMA) scheme. In 2000, Housing Authority implemented another scheme called Phased Services Transfer (PST) which modified PMA scheme by requesting the private sector to re-employ certain percentage of civil servants who become redundant as result of the outsourcing and including the routine maintenance expense. In order to achieve the goals & objectives, one of the pilot scheme estates - King Lam Estate, is selected as the case study so as to evaluate the performance of PST in terms of cost effectiveness, quality enhancement and also analysis the implied government goal. The theories and different forms of privatization with particular emphasis placed on outsourcing and the empirical studies focusing on outsourcing of public services in other countries are first examined. Subsequently, a comprehensive survey together with the empirical studies by Housing Authority and findings of various interviews are critically evaluated so as to assess the satisfaction level. From the survey findings, there is no doubt that the PST scheme was resulted in much cost-saving. However, there is no conclusive, significant evidence to show that the quality of services provided by Property Services Contractor (PSC) is better than formerly provided by the Housing Authority. Furthermore, the implied government goal of reducing the staff surplus problem is also found be successful if the adverse social effect of unemployment is discounted.en_US
