Abstract: The development of health information in our country, with weak technology and insufficient fund, starts relatively late and there is some distance from the practical demand of health project and other trades. With the policy of "joining in WHO", many trades are unavoidably impacted by internationalization. Although the medical profession is the last opened market in China and people haven't felt much change therefrom, it will be affected soon. To improve the medical treatment quality and take patients as center must be the issues involved during the competition with foreign founded hospitals. Hospital Information System (HIS)[1] is one of the important criteria for assessing the complex capacity of a hospital. Having a full-functional HIS has become the key symbol of a hospital with good visualization and advanced technique. Ever since May 1995 when our country starts and puts the "Jinwei Engineering"[2] into practice, the HIS of our hospital has developed rapidly, and some reasonably designed HIS with full function appear. At present most of the three-grade hospitals have developed HIS, and HIS has become the essential fundamental instruments in operating hospital. In addition, the development and application of HIS are going deeper and deeper, with its emphasis transferring from economic operating management at the very beginning to clinical applications and management strategies, namely, from "taking economic management as center" to "taking patients as center and guided by medical information". With the application of Picture Archiving and Communication System (PACS) [3], Radiology Information System (PJS) 4], Laboratory Information System (LIS)[5] and Electronic Medical Record (EMR)[6], HIS has become the development focus of hospital to take good use of medical source, to optimize medical operating flow, to perfect hospital management and to play a more and more important role in supporting strategies. However, we have to confess that there is great distance between the HIS development in our country and that in international advanced hospitals though we have achieved a lot. Meanwhile, being lack of collectivity and unification, many bad phenomena such as low efficiency occur. Although HIS development is considered to be essential in managing hospital scientifically and bettering medical services, many people don't have a clear idea of how to develop HIS in current condition. Many facts show that many hospitals have achieved little for lack of top design, proof and standard foundation. In other words, they have investigated a lot of money, but only found that they haven't got the expected results. Furthermore, there is a critical problem in HIS development. Orientation brake and longitudinal gap make data and information difficult to be shared among different units of a hospital, even though in different hospitals, which decreases benefit to great extend. It is difficult, and even impossible, to share the information source such as electronic patient cases with other hospitals. Therefore, patients have to examine many items repeatedly in different hospitals, which costs a lot of time, increases medical treatment spending, and comes to the problem in medical system reform. Sharing information and source is the trend of globalization, which means that one trade could survive without others. HIS development is a very complicated information project involving hospital managers, doctors, nurses, patients, and all kinds of costs, leechdoms, checking instruments, the whole medical treatment, teaching and scientific research activities as well. Seen from the problems existing at present, there are many influential factors, such as clients' inadaptability to rapidly updated information technology and products, inadaptability of managing concept, organization and work mode to information management, and imperfect of HIS standard and regulations. Therefore, HIS development should take the medical system reform as forerunner, including legalization of electronic medical documents, standardization of medical behavior and managing mode, rationalization of HIS flow and specialization of HIS development. It is important to study how to ensure the quality of HIS development, so as to study quality assurance (QA)[7] system. This paper, based on the problems and focus arising in the largest comprehensive 3A's[8] hospitals HIS development, aims to find a QA system framework to perfect and improve quality of HIS development. According to the study of dozens of hospitals and practical developing work of our hospitals and those in our province, the development of computer technique and practical conditions of hospitals should be considered and general design and practical scheme should be set up. And a set of QA following and monitoring system should be made before good HIS development is achieved.
