Abstract: Hong Kong is one of the world commercial centers with lots of the commercial buildings. Due to the typical climate and the living habit in Hong Kong, the electricity consumption of the commercial buildings occupies the largest proportion of the local electricity consumption, especially the consumption of chiller plants in commercial buildings, which is the major contributor of the total electricity consumption. In order to gain the energy management efficiency of the chiller plants, previous researchers adopted many methods to rate the management efficiency of the chiller plants. In this thesis, a hybrid method will be developed to rate the chiller plant management efficiency, which will combine the statistic method, the data envelopment method and the simulation method. Ten different existing commercial buildings which are all located in Hong Kong are selected as the studied buildings in this study to ensure the hybrid method is based on the actual situation. By calculating the energy use intensity (EUI) of the chiller plants through a mathematical model constructed by the regression analysis in the statistical analysis method, and compared them with the theoretical energy use intensity of the chiller plants, the adjusted energy use intensity of the chiller plants will be worked out. After calculating with the energy use intensity of the chiller plants, the energy management efficiency of the chiller plants in each building will be worked out through the data envelopment analysis, and will be rated whether they are energy efficiency or not. At last, this hybrid method will be verified through the simulation method to confirm it is useful or not. Through this approach for assessing chiller plant energy management efficiency, the operators can gain the detail of building energy consumption and make building them to adopt energy-saving measures to reduce energy waste.
