Abstract: Government regulation of the insurance industry involves the licensing and monitoring of insurance companies to protect society from the consequences of company failures. This regulatory process requires managing large and complex knowledge, not just inferencing based on rules. Such knowledge is not easily managed by heuristic-based expert systems and comprehensive solutions are difficult to provide. A hybrid system combining case-based reasoning with heuristics addresses this deficiency. This research discussed the design and development of a prototype hybrid expert system that imitates the expertise applied by professional officers in insurance regulation. Developed on KAPPA-PC, the prototype has separate modules with Windows-based interfaces to handle user advice requests in licensing and monitoring. The system helps in developing a "licensing conditions package" in one module by matching with previous cases and provides a "monitoring action recommendation" in another module by hybrid reasoning. Case management aspects are improved with the use of Microsoft Excel spreadsheets integrated with the case base. This paper demonstrates the system conceptual model, the use of different retrieval and adaptation strategies, rule inferencing, and system evaluation.
