The purpose of this study is to formulate a Training and Development (T&D) Model for the New Entrants, and to develop a Job Requirement Specification for recruitment and staff evaluation purpose. The Job Requirement Specification is defined as a combination of Job Definition, Task Description and the KSAs (Knowledge, Skills and Abilities) Specification. Thus, the objectives of this research project are (1) to investigate the Job Role, Tasks of a Soft-Toys Project Engineer; (2) to formulated a Specification on job requirement of a soft-toys project engineers in terms of Knowledge, Skills and Abilities (KSAs); and (3) to identify the Training and Development Needs (TDN) for the Soft-Toys Project Engineer; (4) to develop a Training and Development Model for the new entrants. The theory of Training and Development Needs Analysis (TDNA) is adopted for process of this research, and the technique of Job Analysis (JA) is employed for specifying the TDN of the soft-toys project engineers. Two sets of questionnaires are used: (1) for Employers, and (2) for Employees. All the target respondents are invited to have an in-depth interview, and the questionnaire is completed during the interview process. Regarding the questionnaires, two new models developed form the literature are adopted into the questionnaires design (1) "3D-Grid of Training Modes, Forms and Structures Model', and (2) "Types and Stages of Training and Development Identification Model". A computerized program of SF55 is used for analyzing all the research data. All the data are firstly encoded before inputting into the computer file. From the findings, it implies a need of providing the training and development activities for both the existing employees and the new entrants. Finally, a "KSAs Specification" is developed, and a "3-4-5 Training and Development Model" for the new entrants is formulated.
