Abstract: Nowadays Hong Kong secondary schools have their web portals with web pages to introduce their schools' mission, profile as well as schools' structure. The aim of this study is to understand how well the web pages of these schools in the aspects of functionalities and usability. According to Hong Kong Education Bureau (EDB), Hong Kong secondary schools have been categorized in six types based on their financial types, which are government schools, aided schools, direct subsidy scheme schools, private schools, English School Foundation schools as well as caput schools. Also, the study can find if different financial types of schools have better performance in functionalities. In this study, it has reviewed of the 473 secondary schools out of more than five hundred secondary schools which have excluding special schools, evening schools as well as the schools have only lower form classes or high form classes. This research work has divided into two parts. The first part is to review the functionalities by doing direct observation on the web pages to assess performance which are based on criteria such as: the web pages fulfil the search engine optimization, the web pages provide a secure protocol if needed to log in, the web pages provide a simple navigation method, etc. When a web page fulfils one of those criteria, a score will be given to the respectively. In the end, each web page has a total score according to the all criteria. After scoring all schools, z-test is used to test the total scores to see whether the functionality performance of a web portal is related to the financial type of schools. In these z-tests, atwo tailed significance level 0.05 is used and the critical value is 1.960. As a result, the type of government schools, it gives a z-score 2.794. The K-modes algorithm is classified the schools into four groups with the scoring information. For the three financial types, government, aided and direct subsidy scheme of schools to find out one highest score, and the one lowest score. Totally there will be six schools in the name list for the questionnaire, they are Chiu Lut Sau Memorial Secondary School (11 marks) and Shau Kei Wan East Government School (8 marks) from government school, Hong Kong Management Association K. S. Lo College (12 marks) and Po Kok Secondary School (7 marks) from aided school, Tai Po Sam Yuk Secondary School (11 marks) and St. Paul's Convent School (8 marks) from direct subsidy scheme school.
The second part of works has conducted a survey for the objective of the usability of the web portal. The survey in the questionnaire has several sections. These sections contain web page questions related to "page layout", "navigation", "colour and graphics", "content presentation" as well as "validity". The survey has provided to send emails and distribute on an online questionnaire. The 98 invitations by emailing with 16 respondents completed the survey; while the other sending the questionnaire's link of 85 participants and 52 respondents complete the survey. Then hypotheses tests of the usability performance on three financial types of the schools are conducted of the chi-square analysis. The analysis applied repeatedly in five sections for overall performance separately. The section "overall for page layout" gives p-value 0.0780, section "overall for navigation" gives p-value 0.126, section "overall for colour and graphics" gives p-value 0.846, section "overall for content presentation" gives p-value 0.765 and section "overall for validity" gives p-value 0.662. Other hypotheses tests of the usability performance on six individual schools are conducted of the chi-square analysis. The section "overall for page layout" gives p-value 0.8835, section "overall for navigation" gives p-value 0.2674, section "overall for colour and graphics" gives p-value 0.8499, section "overall for content presentation" gives p-value 0.2292 and section "overall for validity" gives p-value 0.2728. Finally, it found that government schools have better functionality performance than other types of schools. However, in the result of the survey, there has found no relationship between a web page's usability and the financial type of schools or individual schools.
