Abstract: With the rapid development of information technology, the coming of big data times as well as the importance that enterprise IT strategy plays in business delivery, data centers are becoming as important a part of business operations as office, commercial and industrial assets. Data centers are an essential infrastructure to support pillar sectors like financial services, commerce and logistics as well as other economic sectors. Benefiting from proximity to mainland China, flourishing business environment, transparent and independent legal system, reliable power supply, and sound telecommunications infrastructure, Hong Kong has become an excellent location for building data centers. As newer technology becomes available, older data centers may not have adequate loading, power, and cooling capacity to handle such advancements. Most data centers have a life of 10 to 15 years as the average lifespan of the majority of mechanical and electrical equipment is also within that range. More importantly, data center design has changed significantly over the past several years because of the requirements of increasing slab heights, higher power density and greater loading capacity for new data centers. As a result, a new wave of construction may be needed to handle the new hardware (cloud architecture) and energy efficiency techniques. The research methods include literature review, semi-structured interviews with data center experts, and case studies. The aim of this research project is to investigate the existing data center practices relating to project management works, to identify those best practices and barriers which apply in the data center projects and find critical success factors for project management of data centers. This research finds that data center projects have several features being different from general construction projects in that they are high availability requirements, important M&E systems, short time for completion, and huge energy consumption. Moreover, the difficulties for data center projects are discussed. The conclusions of this research are focused on the critical success factors of data center project management, which include clear and detailed divisions of responsibilities, intense collaboration from different disciplines, good trade-offs among project cost, schedule and quality, and the application of updated and suitable software tools. The recommendations will help data center owners and developers make informed decisions on project management in order to lower risk and promote the chance of success.
