Abstract: This research investigates the normal practices and work environment of Hong Kong's small trading firms in order to formulate a generic quality management documentation kit in relation to the ISO 9001:2000 certification. The scope of study is based on the common definition of the Small Firms Scheme established by the certification bodies in Hong Kong. This study was conducted using a questionnaire survey together with interviews to solicit the experience of Hong Kong's trading companies in several different sectors, in implementing ISO 9000 quality systems and the awareness of the process-structured model in the Y2K version. This involved 26% (12 out of 46) of the ISO 9000 certified 'Trading/Marketing' firms categorized by the Hong Kong Trade Development Council and 45% (10 out of 22) of all certification bodies in Hong Kong. The information was collected and analyzed as the basis for the whole research project. The results of the survey were analyzed based on the ISO 9000 Quality Management Process Model from which customer satisfaction and continuous improvement through the Plan-Do-Check-Act cycle were examined. In addition, the major problems in ISO 9000 implementation were identified. These formed the basis for the design of a quality documentation kit. The first version of the kit designed to meet the needs of small trading firms was developed. It was validated by 10 experts in the field involving certification bodies, certified companies and non-certified companies. Finally, a Y2K version of ISO 9000 compliant documentation comprising of a quality manual, work instructions and a set of standard forms associated with the supporting documents was formulated. Through the development of the kit, the adoption of a process managed approach to document the small firm's quality system is found feasible since it can be more flexible and is consistent with the next step in the quality journey such as incorporating Environmental Management System and Total Quality Management.
