Abstract: | Building premises are valuable asset of a society, however, all of them are suffered from ravages of weather and time. Building ageing problem is dominant in Hong Kong which resulted from more ten thousand number of properties has been elapsed at least 30 years and also revealing of inappropriate maintenance management together with extensive delay of implementation of repair works occasionally. Both the Mandatory Building Inspection Scheme (MBIS) and the Mandatory Window Inspection Scheme (MWIS) from Building (Amendment) Ordinance have been inspiring the need of facilitating different maintenance activities in onerous building components as statutory requirements. The determination of maintenance priorities is really difficult since it belongs to subjective evaluation which leads to scarcity of resources and budget is normally bounded by conesponding threshold limit. The decision process of the maintenance priority is complicated by integrating sustainability consideration which embedding the concept of optimum performance, minimum level of risk and minimum life cycle cost in maintenance management nowadays. In order to optimize the limited resources allocated in facilitating maintenance, there is a substantial need to prioritize maintenance works. The proposed empirical assessment model of Building Maintenance Management Priority Tools model which integrated the Fuzzy Analytic Hierarchy Process used in the prioritization for ranking maintenance and repair sequences decision comprising of Life Cycle Maintenance Cost analysis and the Building Component Life Expectancy attributes in dealing with categories 10 predominant building component of a 26-storey office tower occupied since 1998. Through the application of FAHP of proposed empirical assessment model of Building Maintenance Management Priority Tools for maintenance priorities algorithm, a more systemic and easier comparing scalar Priority Index (PI) being explored even in dealing other multiple criteria decision scenarios of building components and system maintenance. The most vital and urgent repair item was the one with highest Priority Index. From the illustrative case study, it is found that Electrical Services System and Fire Service System with top two maintenance priorities which there exist of some specified statutory requirements especially in emphasizing periodic inspection during the life span for the building premises as well. Also, repairing maintenance strategy is generally prefer to replacement among those building components and system maintenance due to concurrent cost expenses consideration. By the way, highly preferable position which resulted from great differences of priority index between repairing and replacement strategy having been revealed in case of high initial cost scenario thereto. Some limitations and drawbacks are still aware during the use of Building Maintenance Management Priority Tools assessment model and which probably be improved with the suggestion mentioned in the future research work. |
