Abstract: The export of agricultural products is one of the core economic and employment sectors in Kazakhstan that determines the way the national economy is growing and developing due to its significant competitive advantages, such as the presence of large areas of idle land, cheap labor costs, as well as proximity to the potential neighboring importing markets (Maikenov, 2017; Bizhanova, 2018; Laruelle, 2018). In addition, the agricultural industry of Kazakhstan generates and maintains a much more significant multiplier effect on its economy and employment level as a whole as compared with other sectors dominating in the country (Bizhanova, 2018). In this direction, China is becoming an essential and important partner with massive investments inflow into Kazakhstan and a major strategic ally in the political arena with respect to trading and diplomatic matters and activities (Pomfret, 2017). The opportunities and different scenarios through the joint economic and political partnerships are well demonstrated and visualized by one the largest and ambitious projects initiated and undertaken by both countries, which is to build the Silk Road Economic Belt. The previous studies and analyses on the Silk Road Economic Belt and its influences on and developments of the agricultural sector of Kazakhstan were primarily based on the secondary data since the project is still extant and in an early stage of development. As soon as agricultural product enterprises start operating internationally, various important factors that critically impact the success of yielding organizational performances are needed to be explored and addressed in advance. One of the essential issues related to the success of exporting agricultural products is to determine and identify the critical success factors that are related to organizational performances in order to compete with their business rivals and sustain their business growth on the global arena. So far, it is noted that studies on the context of the critical success factors of enterprises exporting agricultural products are relatively limited. The same concerns the relevant analyses and prediction on the relationships between the critical success factors and organizational performance measures pertinent to agricultural product enterprises in Kazakhstan exporting to China through the Silk Road Economic Belt. This study is conducted to fill the research gap, specifically and holistically to develop and identify the critical success factors of agricultural product enterprises in Kazakhstan exporting to China through the Silk Road Economic Belt and their organizational performance implications. It is necessary for agricultural product enterprises in Kazakhstan to identify their unique critical success factors, and learn how to develop and enhance them to achieve the most desirable organizational performances and outcomes.
Firstly, this study generated the list of initial constructs of critical success factors and organizational performance measures from academic perspective (generic and industry-specific) through extensive literature review on previous and extant studies. Further, this study summarized the initial constructs and their corresponding measurement indicators of the critical success factors and organizational performance measures, based on which the survey questions in the structured survey questionnaire for data collection were designed and formulated. This study further analyzed the collected data by the two main statistical tests: (1) Exploratory Factor Analysis to identify a new sets of constructs representing the potential critical success factors and organizational performance measures; and (2) Multiple Regression Analysis to examine and predict the relationships between the new sets of constructs identified by the study. The statistical findings of this study identified five critical success factors, namely Supply Chain Management, Business Relations, Product Quality, Leadership and Strategic Planning and Strategic Marketing; and four organizational performance measures, namely Personnel Performance, Export Performance, Customer Satisfaction and Financial-related Performance. Further, to validate and triangulate the statistical findings, this study illustrated the case study of Eurasia Invest Limited, one of the prominent agricultural product enterprises in Kazakhstan exporting to China through the Silk Road Economic Belt. Golden Camel Group Limited was another agricultural product export enterprise for comparison and benchmarking purposes. The detailed analyses and examinations of the critical success factors of agricultural product enterprises in Kazakhstan exporting to China through the Silk Road Economic Belt and their organizational performance implications ensure a more holistic view to provide clearer and more comprehensive insights and guidance to the senior management of agricultural product enterprises in Kazakhstan to allocate their scarce resources to enhance the critical success factors, based on which the senior management is more able to structure their business approaches and formulate their strategic plans targeting and achieving the most desirable organizational performances. More importantly, this study provides future directions for further academic studies on critical success factors and organizational performances of different sectors, scenarios and/or geographical locations.
