dcterms.abstract | Outsourcing or contracting out has been a continuing trend throughout the 90's. Nowadays, even non-profit public organizations are actively phasing out their tasks by outsourcing to private organizations. The Hong Kong Housing Authority (HA), a quasi-governmental organization is responsible for providing low cost housing to the low-middle income groups. The public housing estates together with the shopping facilities are the assets of the HA. These facilities are managed by the Housing Department (HD), which is the executive arm of the HA. Hiring of private management agent (PMA) to manage its shopping centres began in 1997 as a trial scheme. The objective of this research was to investigate the effectiveness of the agency management of shopping centres in public housing estates by means of soliciting the views of supervising Housing Managers, and by using questionnaires to evaluation the satisfaction level of tenants. The latter are the end users who have experienced the changes of service level emerging before and after a PMA-managed shopping centre. The case study shopping centre is located in Kwong Fuk Estate. The estate may be considered to typical one under the trial scheme. The result indicated that the tenant's overall satisfaction rose after the shopping centre was put under agency management although supervising Housing Managers had encountered various problems with PMA in the operation and management of shopping centres. The conclusion suggests that agency management of shopping centres in public housing estates could be expanded steadily subject to a mature and competitive market environment of abundant management agents. | en_US |
