Abstract: With the rapid development of Hong Kong cities, the problem of light nuisance also needs to be resolved urgently. This work aims to test the effectiveness of the interim standard- "Charter on External Light" issued by the Hong Kong government in 2016. The main content of this work includes the selection of measurement areas and the collection and processing of corresponding data. According to the resident complaint report published by the environmental protection department, 16 areas from 4 districts in Hong Kong were selected; the lux level of the facade surrounding the public road or street was obtained by means of field measurement and image process (HDRI). The results show that the interim standard for the EZ3 zone, the standard' pre­curfew is 11 lx, and the standard' post-curfew is 3 lx, which can be used as a formal legislative standard. The interim standard for the EZ4 zone is 51 lx (pre-curfew) hours and 26 lx (post-curfew). The standard is too slack for some commercial areas. It is recommended to refine the EZ4 standard. This research reveals the shortcomings of the interim standards for light nuisance in Hong Kong, which will provide a scientific guideline for the future legislative work on light nuisance.
