Abstract: Hong Kong was well known for its environment and competitiveness in quality textile and clothing production. We had simple taxation as well as low tax rate. The working labor was cooperative with the management that strike was seldom happened. However, these advantages are diminishing, as there are tremendous low cost competitions from other South Asian countries. In order to survive, improvement in quality seems to be the last resort in keeping pace with those Asian Pacific counterparts. In this research, a survey about the present quality level of local textile industry and the insufficiencies of its running quality program was conducted. According to the result findings and the analysis, Hong Kong textile industry dominates by small and medium sized fabric suppliers. Although they are the backbone of this industry, they do not have comparable financial and human resources. Based on these, a new tailor-made quality program is proposed. This program can help the local fabric suppliers to spend their time and money wisely in improving their quality level and survive in this highly competitive market.
