|Abstract:||The bottom-up regional industrialization process is the core driving force for the evolution of village-level industrial parks in Shunde, and the top-down institutional reform provides the necessary conditions and support for industrialization. Although the original intention of many institutions was not aimed at improving industrialization, nor was it directly related to the development of village-level industrial parks, the results of their implementation did create necessary conditions for the evolution of village-level industrial parks. Since 1978, China has presented a gradual reform model of marketization and decentralization. In this process, the power of the central government is gradually transferred, and at the same time, the power of local governments and market players is enhanced, and local governments, market players, and communities gain autonomy in turn. Therefore, the change in China's overall governance structure is manifested as the change from "state corporatism" to "local corporatism" and then to "social corporatism". Under the support of favorable institutions, Shunde has also experienced the industrialization process of rural in-situ industrialization, the rapid rise of the private economy, and industrial transfer and transformation. The rise and fall of the village-level industrial parks are rooted in the industrialization process in Shunde.|
In the 1980s, in the early days of reform and opening up, with the fiscal decentralization of the central government to local governments and the relaxation of restrictions on enterprise and capital, the Pearl River Delta region started the process of rural in-situ industrialization, and village-level industrial parks emerged. In the 1990s, the market economy system was gradually established. Local governments began to lead the process of industrialization, export-oriented industries ushered in a prosperous era, and village-level industrial parks also ushered in rapid development at this stage. In the 2000s, with China's accession to the WTO, industrial development reached its peak, and there was a good interaction between industrial capital chasing profits and low-cost village-level industrial land, and the development of village-level industrial parks reached a peak. After 2008, affected by a series of factors such as the global financial crisis and rising labor costs, the industry in Shunde entered a period of transformation, and the development of village-level industrial parks has also entered a stage of stagnation and consolidation.
From the perspective of corporatism, the three stakeholders that promote the evolution and development of village-level industrial parks are local governments, industrial capital (enterprises), and rural communities (village collectives), and the game between these three stakeholders promotes the continuous innovation of institutional arrangements directly related to village-level industrial parks. In this process, to maximize the benefits of land resources, the Shunde government's game behavior towards village collectives has gone through a process of acquiescence, guidance, concession, and cooperation, and implemented different policies and institutions for the development of village-level industrial parks in different periods.
