Fire safety management in commercial buildings in Hong Kongen_US
Fire damages property, injures people and interrupts business continuity, hence organizations should pay attention to the fire safety management as a priority. It aims at reducing risk to life and property to an acceptable standard. There were three objectives set out for this study It was first to review the current legislative control and to identify common pre-conditions from the past fire incidents. Secondly, stakeholders in the fire safety management and their respective impact in organization were investigated. Thirdly, current practices of fire safety management in commercial buildings and the role of a Facility Manager were explored. The research used a 4 'P's frameworks to conduct the analysis. It included the issues of Place, People, Process and Politics. Structured interviews with four stakeholder groups have been conducted. They were people in the profession who had over some years of experience and so findings also gave an insight on the current approach by organizations. The findings appear to confirm the hypothesis that "Legislation is the main driver for the implementation of fire safety management" but only partly support that "Fire Safety Management is frequently ignored inorganizations". Larger organizations and the landlords have higher commitment on the fire safety management. They are more willing to improve and do better in preparing fire document and arranging maintenance and fire evacuation planning. Responses given by the interviewees were analyzed. Observations were twofold made within each of the stakeholder groups and across the groups respectively. Similarities and differences from their perspectives and approaches were investigated. Further insights to the subject were also given with a view to explore the implication on 'Ownership structure', 'Attitude of the organization', 'Extension of the Ordinance' and 'Role of Facility Manager'.en_US
