Abstract: Economic inequality has been extensively discussed as an important political issue in the world today. The HP Financial services and the emergence of microcredit with an emphasis on the universal availability of financial services have provided opportunities and platforms for the elimination of poverty and the alleviation of inequality, as Grameen model has been quickly recognized and applied into practices. However, the negative impact of financial exclusion in countries represented by India and the debt traps in relevant practices have raised concerns from HP’s financial development.
This thesis aims to study whether the reason for the successful practice of HP’s financial inclusion in China lies in the government’s strong intervention in the economy. Carried out in two parts including theory and practice, the study starts from the background knowledge of financial services, financial customers, and financial institutions. From the perspective of financial services, the affordability of credit from the angle of customers, and the containment of official financial sector, it has constructed four variables in the test theoretical model, namely economic development level, education development status, degree of financial deepening and government intervention capability, and developed the HP Financial Development Index combined with HP financial promotion policy variables.
The results show that the level of financial development of HP is determined by the economic and social structure, while government intervention only plays a secondary but essential role of regulator and supporter, without direct participation in the supply of HP financial services.
