Abstract: To meet the need for cost savings and improved speed of human resources (HR) management, there is an obvious need for better, faster and smarter HR solutions. HR has been locked into transactional activities (administration) and traditional activities (such as recruitment, selection and training) which take up the majority of time. In the report, it introduces a new competency-based approach for Human Resource Management, develops the first competency hierarchy for Hong Kong Police Force and implemented screening Engine using Fuzzy Neural Network and designed Complex-Matrix Similarity Algorithm for profile-matching. The competency-based HR Selection System uses a modern competency-based approach instead of the traditional "Job Analysis" approach, applies Global Similarity Measurement for Profile Matching, acts as Decision Support System, sorts out the suitable candidates and helps decision makers to match a suitable person for a given position. With the HR Selection System, decision makers would be able to reduce manpower costs for sorting potential candidates, speed up the processing time, provide a more objective and sophisticated way for potential selection and minimize human bais.
