dcterms.abstract | The disparities in development across different regions, as well as between urban and countryside, are becoming increasingly evident in China, highlighting the challenges of uneven and inadequate growth, and an important root cause of this lies in the failure to address the issue of the effective allocation of resources, with the disadvantaged groups receiving too little in terms of the allocation of resources, especially financial resources. However, the practical effect of the policy implementation is not ideal. There is mutual exclusion between formal financial departments and vulnerable groups represented by farmers, which makes an obvious imbalance between financial supply and financial demand. In the recent few years, represented by the balance of the Internet financial achieved great success in supporting the advancement of the tangible economy, meanwhile the traditional financial business and digital technology fusion derived digital financial also greatly meet the demand of personal financial business, these ICT in overcoming financial exclusion, improve financial coverage has other is difficult to replace the advantage of conventional tools. dcterms.abstract | By utilizing the high-level data of the 20 provinces and municipalities in the west and central territories from 2010-2021 and the micro-level data of the CHFS database, Empirical findings: (1) the level of inclusive financial index and ICT technology in the under developed area of west and central China both demonstrated an upward trajectory, But the low level of financial inclusion, Has considerable potential for enhancement.; The application level of ICT Technology is higher than that of communication and information and network; (2) ICT Technology has played a key influence in advancing inclusive finance in less developed areas, By comparison, ICT Technology has the strongest function in fostering the extent of financial inclusion (the utility of financial development), The weakest role in the promotion of financial supply (financial service penetration); (3) The positive impact of ICT Technology on inclusive finance. There is the adjustment and threshold effect of the range and extent of inclusive finance for regional residents, under scope and scale of of low digital financial inclusion, ICT Technology is difficult to promote financial financial inclusion, As the breadth and depth of digital financial inclusion improves, The positive impact of ICT is stronger on inclusive finance; (4) Strengthening the allocation of financial capital and minimizing the expenses associated with finance services are the mechanism path for ICT Technology to promote financial inclusion in underdeveloped areas; (5) After the enchaining of inclusive finance, It has considerably increased regional farm labor efficiency, promoted the enhancement of rural industrial composition, and narrowed the gap between village and city development. This paper provides a new and feasible path for the backward areas to enhance the scope of inclusive finance, support to decrease the mutual financial exclusion between traditional financial departments and vulnerable groups, truly promote the supply-side structural reform of the financial system, enhancing the effectiveness of allocating financial resources and advancing financial inclusivity. | en_US |
