Abstract: Wireless network planning is fundamentally a spatial challenge - balancing the needs of a dynamic customer base and an evolving network footprint. In this project, we will introduce the stages of implementing a cell site, goals of cellular planning. Besides, there will be a detailed study on antenna pattern in the influence of cell coverage and interference. Mobile Network Optimizing System (MOSYS) is therefore developed to accomplish this objective. MOSYS comprises a range of modules for the planning, design and customer care activities associated with the development and management of mobile telephone networks. This network planning tool fully integrated with the MapInfo Professional GIS environment and Delphi as the core programming engine. Delphi provides excellent user input interface with implemented error control and checking. It is specifically developed to take advantage of the Windows NT 32-bit environment, introduces a new standard for user-friendly performance on PCs, so that you can take advantage of an environment that is both extremely powerful and easy to use. This desktop mapping software helps engineers to take the many complex and varied geographic factors typical of the Hong Kong into consideration when conducting radio frequency propagation. Drive test data can be correlated with geographic factors so that the engineers are able to visually analyze network performance data as they logistically plan the network. Besides, MOSYS helps engineers effectively deal with changing land elevations and land types so that optimal tower sites selections can be made and the broadest coverage planned. Besides, an extrapolation method for the calculation of 3D radiation patterns from two given planes (vertical and horizontal) is presented. Basically, the weight by which the value of the gain on a given radiation plane is taken is inversely proportional to the angular distance to the direction of interest, so that the closest the direction of interest is to the given radiation plane, the highest the weight. A comparison of results from this method with measurement result is done.
