dcterms.abstract | MTRC has in the past successfully implemented many large-scale projects and therefore enjoys the reputation of being able to complete their projects in time and within budget. It is therefore of interest to look into their project management system to ascertain the factors attributable to their success. Questionnaires based on the key success factors identified by researchers in recent years for project management system has been used to carry out the survey on MTRC's project management system. The survey is divided into two parts. Part one relates to management functions, concerning the "hardware" aspects of the functional systems essential for successful project management. It includes functions such as cost management, quality management, time management. Part two comprises the management process or the "software" aspects. It concerns about the process of planning, organizing, executing, monitoring and controlling, and the requirements of leadership, communication and management skills which are necessary to achieve the desired end result. The questionnaire designed to survey MTRC's project management system focuses on these two areas. The first part of the questionnaire on management functions consists of three sections. The first section deals with the provision of project briefs, the second section the provision of project plans and the third section the provision of project control systems/guidelines. The second part of the questionnaire on management process has four sections. The first section focuses on the efforts in planning process, the second section the effectiveness of project management team, the third section team commitment and the final section project communication. As the survey is based on certain subjective measures, survey results may sometimes be distorted. An independent objective performance study is therefore carried out to verify the survey findings. Five recently completed MTRC projects were selected for this purpose. The performance assessment is based on relative measures by assessing the percentage deviation from the original cost, time and design parameters. The survey results show that in general the provision of management functions in MTRC's project management system is quite comprehensive, but the management process is not very successful, as there is an obvious disparity of opinion between Property and Railway Divisions on the expectations of the project system. Project performance study also reveals that the results are not as good as expected, particularly the design change element. All projects show a significant deviation from original parameter. The survey also reveals that there are areas in the project management system which require improvement, particularly areas concerning stakeholders. This dissertation has given a throughout analysis in this aspect with recommendations of how to improve the system. | en_US |
