Effectiveness of design and build contract in Hong Kong : a client's perspectiveen_US
In the construction industry, the majority of the contract procurement methods adopted for construction works are traditional methods where design and construction are separated. The application of the design and build contract is limited. Nevertheless, there are recently a few large projects completed by using this procurement method. These include the North District Hospital on the building side and Kap Shui Mun Bridge and Ting Kau Bridge for the civil engineering works. In this research, the effectiveness of this procurement method is investigated. It is found that the main strength of this procurement method are saving in time, improved buildability for construction works, allowance of greater flexibility in design to the contractor and saving in cost. However, the quality aspect seems to be a weak part for this procurement method. Furthermore, some of the operational aspects are also discussed. Recommendations for use of this procurement methods are also mentioned. It is concluded that the design and build contract is an effective procurement method to the client. Its application would be beneficial especially when time is the essence of the project, for example, when there is definite time required for the completion of the project. The success of this procurement method will also depend on the adequate monitoring of the system during the development of the project. This research include literature review for the related information. Case studies are carried out for investigating the application of design and build contract in the market. A survey is carried out on the developers and professional consultants to collect their comments for the use of this procurement method.en_US
