dcterms.abstractE-park is a new phenomenon and an important measure of almost every domestic development zone to take in their urgent strategic transformation. There was no successful case or information architecture in real e-park sense as every park is exploring and in transition from e-government to e-park in mainland China. Requirement study and architecture design are critical issues in E-park construction. The former is the basis of design, while the latter decides the success or failure of e-park construction. Xi'an Hi-tech Development Zone (XHDZ) is a pioneer of E-park construction among demestic development zones. This article takes XHDZ as the research object, studies in depth the the characteristics of development zone and requirements from various stakeholders, summarizes the wide range of e-park business targets, successfully transforms business targets into corresponding IT solutions. The article also discusses the trends of IT framework, newest Service Oriented Architecture (SOA) theory, and relevant supporting technologies. The article conbines the advanced SOA idea with implementation techniques and applies them in XHDZ e-park information system, designs an practical architecture composed of a infrastructural framework and application systems. The infrastructural framework comprises seven platforms in different layers. The platforms framework provides an open, unified, scalable, business-agile foundation for application development, and also for legacy systems to be integrated on it. This architecture provides a perfect framework and functions for e-park' s future development.en_US
