dc.titleCase based reasoning system for preliminary cost estimation of public highway projectsen_US
dcterms.abstractPreliminary project cost estimate is prepared for public highway projects at the inception stage of the project. It is important that this preliminary project cost estimate be as accurate as possible, yet, the estimate is often made under time constraint and with little information available. This study reviewed the problems of the current practice in preparing preliminary project cost estimates, examined and demonstrated the potential and applicability of case based reasoning (CBR) to support preliminary project cost estimation. A prototype CBR system for preliminary project cost estimation was developed using ESTEEM, a commercial CBR shell. Historical unit cost data and preliminary project feasibility study reports were used to construct the case bases for the prototype CBR system. Results of system verification and user evaluation confirmed that CBR system is effective and would be readily accepted by engineers to support the preparation of preliminary project cost estimates.en_US
