dcterms.abstractSmartcards in healthcare industry can be used at the point of services to determine eligibility, access important information for emergency treatment and provide secured access to patient medical history without the need for a centralized data base. Smartcard is a portable, longitudinal electronic personalized medical record owned and carried by the client. The pilot project to launch a System for healthcare services in Hong Kong was initiated in 1993. So far the project is still at an infant stage and is inactive. The 1993 project targeted mainly at automation of the healthcare processes, with less emphasis on transformation of healthcare services. Apparently, many of the users were unaware of the existence of the Smartcard System. Only minority of users show keen interest to use it and to acquire value from it. This dissertation performs an Evaluationof the Pilot Project of the Smartcard System and assess the System Effectiveness with the aim to consider a full scale roll-out plan. The research will assess, through user satisfaction surveys, the perceived value of Smartcard System and the system effectiveness. Re-engineering opportunities by the use of Smartcard System will be identified through the value chain processes in a selected representative department in support of providing quality healthcare services. A framework for the effective exploitation of Smartcard System will be proposed based on the findings. The final goal is to develop an effective system which focuses providing high user productivity in manipulating information and supporting the ability to grow as needs develop.en_US
