Abstract: Contractual Computing (CC), a new model for parallel computing had been described in this document. It provides the framework of a computing paradigm. As its two-layer resources management and advanced resources booking characteristics, efficient use of computation resources can be achieved. Basic on the characteristics of CC, the structure of a general-purpose contractor has been specified. The implementation of this contractor is successful to realize the two-layer computation resources management scheme. It utilizes the advanced booking feature of a modified kernel to create the environment for CC. A socket communication system is developed for the intercommunication of the components of the contractor over the network. It provides a practical platform for the parallel programming to realize the new paradigm of contractual computing for networked parallel computing.
