dcterms.abstract | 'Rules of origin', which is one of non-tariff trade barriers, has been implementing for over few decades. From 70's to 90's, the Hong Kong clothing industry had transformed from manufacturer-oriented to service-oriented. This transformation did not affect export performance of apparel products to our major export markets. In 1996, two administrative actions were taken against Hong Kong clothing industry. One is revision of origin rules, which is our major concern in this research. Another one is the Hong Kong/US Joint Factory Observation Visits. Since revision of origin rules changed the structure of supply channel, a supply chain management model was introduced in the research. Three relevant business functions, which were operations or logistics, manufacturing and marketing, were specifically selected for studying the impact of the origin rules on cut and sewn garments industry of Hong Kong. A survey was conducted with structured questionnaire. The results revealed that the revision of origin rules had made greater impact on operations or logistics and marketing but less impact on manufacturing. The results also indicated that small-scale companies comparatively agreed that revision of origin rules made impact on their manufacturing and marketing while large-scale companies agreed on logistics or operations. Nevertheless, an interesting finding was that training of staff in information technology and application of information technology in every aspects of business functions were the most important elements in the development of Hong Kong clothing industry in next five years. | en_US |
