dcterms.abstractThe main objective of Architectural Services Department (A.S.D.) in the development of a Quality Management System (QMS) is to provide quality service to its customers. The real challenge to the development and the implementation of a Quality System lies in its acceptance, on the part of top mangement and down to all levels of the workforce. As human resource is one of the most important assets within an organization, it is vital for management to be aware of the impact and effects on the human factors brought about by the introduction of a Quality System to the department. The success of a Quality System depends upon everyone's participation. This dissertation examines the impact of QMS on the workforce within the Quantity Surveying Branch (Q.S.B.), analyses the human behaviours in response to the introduction of the QMS, how the QMS fits into the existing culture, the barriers to QMS development, management commitment, and training and education requirement. It also investigates into professional people's view and the acceptance of a quality system. This study should be able to assist the management in reviewing the existing structure and system, to improve human resources management, to identify training needs, and to develop strategies for the continuous improvement of quality of architectural services to the public sector.en_US
