dcterms.abstractThe information systems have seen a shift from technological to managerial and organizational change. Information systems move from office support applications to providing strategic advantage of an organization. Notably the successful applications are mainly within profit making organizations using information system technologies to change the nature of competition and gain sustainable competitive advantage. Can the strategic use of information systems be applied to non-profit making organizations in Hong Kong? Do these organizations need to reshape their external forces such as customers and suppliers to gain an edge in limited resources and reputation? The Management Development Center of Hong Kong (MDC), a non-profit making organization, is the target of this study. I undertake the role of an external consultant of the MDC, an Action Based Case Study approach is adopted which should benefit both information systems research and the client organization as a result. The objective of this research are to review a number of most representative planning models and to apply the strategic opportunities of information systems to the perceived needs of non-profit making organizations, the MDC in particular. The strategic information system model is formulated based on Porter's Competitive Forces, Value-Added Chain, and Rockart's Critical Success Factors, applying to the role of the MDC. The information systems strategy of the MDC is proposed and recommendations are drawn from analysis findings. The suggested strategy is the development of an integrated information database and communication capability network. The proposed strategy is highly effective, it employs multiple dimensional levels from external to internal, from value-added activities to organizational information needs. In addition, the results of the study which emphasize efficient programme delivery and effective customers services. The recommendations are received well by the organization studied.en_US
