dcterms.abstractProcurement in public sector is always alleged to be inefficiency. Some of the observable facts are long purchasing cycle, obsolete items being acquired and goods and services are not obtained at market rates, etc. Although certain purchasing procedures in public sector cannot be eliminated, there are many potential areas to increase its operational efficiency due to the advancement in information technology (IT). For instance, IT creates more favorable conditions for moving from paper-based commerce towards a full Electronic Commerce (E-Commerce) scenario. Electronic Procurement (E-Procurement), in particular Electronic Tendering (E-Tendering), is a road ahead in institutional purchasing, especially in public sector. By utilizing Internet and World-Wide-Web (WWW), it holds enormous potential for providing instant and easy access to institutional procurement activities, driving down costs for suppliers and procuring agencies as well as increasing the overall efficiency of the procurement process. However, the major factors affect the adoption of E-Tendering, or E-Commerce from a broad view, are the security issue, IT standard adopted, user friendliness of the solution and legal enforcement of contract agreement via electronic means. Therefore, it is necessary to ensure the legality, security and confidentiality of bids submitted electronically during the bidding process, and the compatibility of IT standards employed. The project is to develop a Web-based E-Tendering System (ETS) in a public institution and elaborate on how and why it can improve its operational efficiency and administrative effectiveness. Not only the institution, but also the tenderers can benefit from the solution.en_US
