dcterms.abstractThe feasibility of implementing engineering performance-based fire codes in the Hong Kong Special Administrative Region (HKSAR) was studied in this report. It was found that the traditional prescriptive codes were not adequate in applying to modern and mutil-functional buildings. Engineering performance-based fire codes were the only solution to these complicated building designs. In this respect, a literature survey on the development of engineering performance-based fire codes in some advanced countries had been carried out. It was found that up to now no country had yet implemented stand alone comprehensive engineering performance-based fire codes. Only 'piece-meal' or equivalents to prescriptive codes applications were noted. The difficulties encountered in implementing engineering performance-based fire codes were investigated. It was also pointed out that a set of fire safety goals and objectives was vital to the successful implementation of the performance-based fire codes. However, the code-drafters were reluctant to quantify the safety goals and objectives explicitly in the fire codes in order to avoid the problem of weighing human lives against capital cost savings. The existing legal framework for fire services in the HKSAR was reviewed. It was found that guidelines should be given in the fire codes in order to implement engineering performance-based fire codes in the HKSAR. Also, the government approval procedures should be adjusted to enhance the efficiency in handling an engineering performance-based fire design. An underground car park was selected as an example for applying the engineering performance-based design. This example highlighted many advantages of using engineering performance-based design processes. A questionnaire survey was performed to find out the views of the local fire services practitioners on engineering performance-based fire codes. Analysis of the survey results was made. A majority (72%) of local fire services practitioners felt that there was a need to implement engineering performance-based fire codes to substitute the existing prescriptive fire codes.en_US
