Abstract: In the real world, railway transportation systems in many countries are subject to different changes in different aspects. The changes may involve either technical evolution or business reengineering. Even more, restructuring and privatization on railways have been taking place. To cope with such changing environment in railway transportation, many approaches have been adopted in order to make such changes smoother. With the applications of software engineering and computer science in business, planning and operation of railway transportation recently, the performance of railways has accomplished substantial improvement. In fact, these renovations on railway have got certain level of satisfaction from society and railway players. However, there are still rooms for further improvement. It is because the potential benefits and opportunities of railway arise through evolution, especially for restructured and privatized railway environment. To take the full advantages from the evolving multi-disciplinary railway environment, modeling of railway may be required for investigating the outcomes and effects of some new railway applications as the corresponding studies are infeasible to conduct in operating railway in terms of costs, time and operational safety and may introduce incidents or even disasters to railway operation. In the worst case, loss of life may result. Regarding to this study, various railway players coming from railway planning and operation are considered. Modeling on their unique interaction and distributed intelligence for studying and analyzing their intelligent behavior is intended. Therefore, software engineering technology that is suitable for this kind of modeling is introduced and it is termed as agent-based technology. The aims of this study through this approach are to propose an innovative application for railway planning and operation through modeling and address the potential improvements and opportunities derived from this railway application. Also, the possible techniques and the implementation methods to agent and hence multi-agent system will also be presented in discussions in order to give an insight on the development of agent-based technology in railway transportation and investigate the feasibility of this agent-based application.
