dcterms.abstract | Planning Department of Hong Kong Special Administrative Region (HKSAR) Government has to convert its inventory of community facilities from textual only information format to spatial enabled, i.e. Geographic Information System. Under the Hong Kong Planing Standards and Guidelines (HKPSG), there are 11 types of community facilities. Due to the limitation of time for user requirement collection, I selected the education facilities type for the study. The objectives of the study are: -design a GIS data model for the community facilities, -develop GIS tools to simplify some functions that required complicated user intervention, and -re-engineering the workflow of data preparation in order to avoid duplication of work by different section and/or unit in Planning Department. At the beginning, the current system operation was investigated through meeting with experienced users. I prepared a report listed out the existing problems and detailed user requirements for the required system. The report was confirmed by the users. Different business system options were proposed for user selection. Then the selected user requirements were translated into system functions. A new data model was designed for the data and new workflow is also designed. Different technical system options (TSO) were also proposed for user selection. The TSO was selected based on the cost-and-benefit, functionality provided and user impact. During the prototype stage, the data model was adjusted to align with the GIS software (Arc View 3.2a) chosen. A number of customized user-friendly tools were developed to replace query and editing function that required complicate user intervention. A preliminary algorithm is used for testing the geometry of a shape, but further in-depth research is required to find out a better way to test whether a potential site can fit the shape of a community facility. As a conclusion, a GIS data model for education facilities is designed and can be applied for other community facilities. Four GIS tools are developed to facilitate users to perform complex tasks. In addition, new workflow is designed to avoid duplication of work. The three objectives of the study have been achieved. | en_US |
